Yes. Third-party tracking can follow activity across different websites and apps, especially when trackers, advertising networks, embedded media, or shared software tools appear in many places.

First-party tracking happens inside the site or app you chose to use. A retailer remembering your cart, a news site counting page views, or a streaming service recommending shows can all rely on first-party data. That kind of tracking can support basic functions, personalization, analytics, and account security.

Third-party tracking is different. It can connect your activity across unrelated websites and apps, building a broader profile than any single service could create alone. The Federal Trade Commission’s report on major social media and video streaming services found broad surveillance practices used to monetize personal information, including data collected from brokers and data about users and non-users. That’s the part of the privacy trade-off many people don’t see when they click “accept.”

Personalized ads can make content and offers feel more relevant, but they often require ongoing data collection across sites, apps, devices, purchases, and account activity.

The benefit is real: personalization can reduce irrelevant ads, help you find products faster, remember preferences, and keep many services free or lower-cost at the point of use. A music app can recommend better playlists. A shopping site can remember sizes and prior searches. A travel site can save recent destinations, dates, and filters.

The cost is that personalization often depends on behavioral data. That can include browsing history, app activity, search intent, location signals, clicks, purchases, and inferred interests. Pew found that 56% of Americans frequently click “agree” without reading privacy policies, 61% think privacy policies are ineffective at explaining company data use, and 69% see them as something to get past. If consent feels like a speed bump instead of a real choice, the bargain becomes harder to judge.

Can Your Browsing History Or Location Affect Prices?

Yes, personal data can be used for more than advertising. The Federal Trade Commission reported that precise location and browser history can be used to target consumers with different prices for the same goods and services.

This is where the privacy trade-off moves from “I saw an ad” to “I may see a different offer.” Data can help companies estimate intent, urgency, ability to pay, loyalty, and likelihood of switching. A person comparing options across several sites may be treated differently from someone who looks ready to buy right away. Your location, device, browsing behavior, and past interactions can all feed pricing or promotion decisions when a company uses individualized targeting.

Data brokers can add another layer. They collect, combine, infer, and sell information from many sources, which can enrich profiles used by advertisers, platforms, and other businesses. The risk isn’t only that a company knows what page you visited. The bigger concern is that scattered pieces of your life can be joined into a profile you never reviewed, corrected, or knowingly approved.

Does Incognito Mode Or Blocking Cookies Stop Tracking?

No. Private or incognito browsing may remove local history after a session, and cookie blocking can reduce some tracking, but neither one stops every website, app, network, or third-party tracker from collecting signals.

Private browsing is useful for shared devices. It can stop your browser from saving certain local history, cookies, or form entries after the session ends. It does not make you invisible to websites, your internet service provider, workplace or school networks, logged-in accounts, or all embedded trackers. If you sign into an account during a private session, that account can still connect activity to you.

Cookie blocking helps, and many people already use it. Consumer Reports found that 72% of Americans block or routinely delete some or all browser cookies, and 80% adjust smartphone app permissions to restrict access to camera, location, or contacts when access is not needed. Those habits reduce exposure, but pixels, fingerprinting, app permissions, advertising identifiers, account logins, and location access can still matter.

Why Are Privacy Policies So Hard To Use?

Privacy policies often fail as everyday decision tools because they’re long, technical, scattered across services, and presented when you’re trying to finish another task.

Most people don’t open an app or website hoping to study data-sharing terms. You’re trying to read an article, compare prices, pay a bill, book a trip, or send a message. Cookie banners and consent screens arrive at the exact moment you want to move on. That design reality pushes people toward the fastest button, not the best-informed choice.

Pew’s findings show why this matters. Many Americans report low understanding of company data practices, low control over data use, and frustration with privacy policies. That doesn’t mean privacy choices are useless. It means the burden has been placed on individual users in a way that often feels unfair, time-consuming, and hard to verify.

What Privacy Settings Should You Change First?

Start with the settings that reduce repeated tracking: app permissions, location access, advertising identifiers, third-party cookies, browser privacy controls, and opt-out preference signals.

Begin with your phone. Review location, camera, microphone, contacts, photos, and Bluetooth permissions. Set location access to “only when using the app” when that fits the service, and remove access from apps that don’t need it. Delete apps you no longer use, since old apps can become forgotten data collection points.

Then review your browser and advertising settings. Reject nonessential cookies when practical, block third-party cookies if your browser gives you that option, reset or limit your advertising identifier, and use tracker-blocking tools from reputable providers. What Should You Do If Your Data Has Already Been Exposed?

Change affected passwords, enable multifactor authentication, watch financial and account alerts, remove unused accounts, and treat unexpected messages with caution.

Data exposure is no longer rare. The Federal Trade Commission received millions of consumer reports across fraud, identity theft, and related issues, including more than 1.1 million identity theft reports through IdentityTheft.gov. The Identity Theft Resource Center reported thousands of United States data compromises and a very large number of breach notices. You can’t control every company that holds your data, but you can reduce the damage when exposed data is used later.

Use unique passwords or passkeys so one exposed login doesn’t unlock other accounts. Turn on multifactor authentication for email, banking, shopping, cloud storage, and work-related accounts. Be careful with calls, texts, and emails that reference real details about you, since exposed data can make scams sound personal.
